Chairman of Dalkia
The first few months of 2013 have been very encouraging and I would like to pay tribute to the energy everyone has devoted to transforming Dalkia. The Dalkia 20.20 project is helping us to streamline our operations and develop a balanced mix of strategic activities in every country.
Tangible achievements are now emerging from our 18 months of effort. The new Dalkia Energy Savings Center management program was launched in mid-April and client visits began with a delegation to the United Arab Emirates in May.
Two lead Business Units (BU) were also set up: one in Ireland, for the pharmaceuticals market and the other in France, for the data center market.
Keeping every BU on track towards Dalkia 20.20 is now a priority for all of us. As the local manifestation of BOOST and ADN, Dalkia 20.20 is a path that sets out a series of milestones for transforming the business. It must be a team effort within each BU, involving the management committee, the Dalkia 20.20 coordinator and the functional departments.
I know you are working hard on it. I would like to see us to make further progress together over the summer.
Good change management is essential. I am counting on your determination to support the transformation.
First projects underway
Dalkia 20.20 was launched 18 months ago with the goal of transforming the company to help it anticipate changes in its markets. The transformation programs currently underway have already resulted in several tangible achievements, as we explain below.
BOOST
Lead business units: heading up strategic sectors
Lead business units (BUs) have been created in a number of strategic activities as part of the BOOST program, which aims to target Dalkia’s markets more effectively. As a result, Ireland has become the lead BU for the pharmaceuticals sector and France for data centers.
What is a lead BU?
Lead BUs are responsible for development throughout Dalkia in a particular sector of activity. They consolidate the company’s expertise, monitor key accounts and are responsible for the growth target in their sector. They act as a resource and provide support for any development project in the sector.
How are they chosen?
Lead BUs have major references and contracts that ensure they have a high level of expertise in the relevant sector. They know the main global players. They have in-depth knowledge of the processes and technical challenges involved in their area of activity. Ireland, where the major US pharmaceutical groups have established their European headquarters, has major contracts in the sector. France, meanwhile, has developed several innovative projects for reusing the heat generated by data centers in the Paris region. Both countries are making their expertise available to the company as a whole.
How does it work?
Lead BUs know the main production sites in the sector. They help other BUs to pinpoint the targets they should canvass and support the technical sales process, including identifying contacts, providing assistance with bid preparation and technical decisions, and so on. If necessary, they can provide support for contract performance at every stage up to operations.
ADN
Dalkia Energy Savings Center: centralized site management
ADN aims to standardize methods, organization and tools in order to share best practices throughout the company. One of its first achievements is the creation of site energy management centers known as Dalkia Energy Savings Centers (DESC). The first of these was set up by Dalkia France as part of its Narval transformation program.
What is a DESC?
A DESC is a remote management center for decentralized sites (buildings with no permanent teams of technicians). Rather than being spread across a wide area, expertise is now concentrated in a single place. This allows more detailed, consistent management of the site’s energy performance.
How does it work?
New reporting tools process all the data from the facilities (temperature, consumption, instructions, alerts, etc.). Analysts in the DESC study the information, identify any anomalies and if necessary, send technicians to the site to take corrective action. If a more detailed analysis is needed, auditors/supervisors accompany the technician on-site so that they can address the problem together.
New organization
Experts (analysts and auditors/supervisors) work within a single organizational structure at a regional level and cooperate with technicians to analyze anomalies and intervene as necessary. The new organization was tested at a number of pilot sites to validate the processes and tools implemented and ensure their effectiveness.
A first step
By the end of 2013, three DESCs will be operating in France and all seven French regions will have them in place by the end of 2014. Studies are underway on extending the concept, in particular to industrial sites. In the long term, centralized management should be extended to other BUs, particularly in the Benelux countries, Ireland, Sweden and the United Kingdom.

OPERATIONAL PERFORMANCE
Performance reviews
Dalkia 20.20 includes an operational performance component. As part of the process, BUs have had access to a dashboard covering all the company’s functions since November 2012. This includes all the main elements required to gain a coherent view of company trends, while acknowledging the specific characteristics of each BU.
What is it?
A series of common indicators has been defined, covering cover all aspects of the business: sales, human resources (including safety), operations (including energy performance), finance, etc. Data gathered through a web portal are compiled to produce dashboards that are consistent across BUs, which in turn are used to establish performance reviews three times a year. The same format is used to create the summary for Dalkia’s shareholders (Veolia and EDF).
What purpose does it serve?
Summarizing, anticipating any budget discrepancies and reviewing the progress of Dalkia 20.20 on a regular basis.
Action plans
Based on this information, improvement targets and action plans are defined with each BU. The progress made is assessed during performance reviews. Additional actions are taken if necessary. Finally, the approach aims to identify best practices to share within Dalkia by disseminating dashboards.

Dalkia 20.20 communications kit now available
The kit has been sent to all managers and is designed to help them communicate to employees about the transformation plan.
