12月29日召開的國務(wù)院常務(wù)會議，決定延續(xù)實施部分個人所得稅優(yōu)惠政策。會議明確了多項政策，將持續(xù)減輕個人所得稅納稅人負(fù)擔(dān)（reduce the burden of individual income tax），緩解中低收入群體壓力（alleviate the pressure of low- and middle-income groups），預(yù)計一年可減稅1100億元。

China will extend some personal income tax breaks. The measures will reduce annual personal income tax by 110 billion yuan.

將全年一次性獎金不并入當(dāng)月工資薪金所得、實施按月單獨計稅的政策延至2023年底。將年收入不超過12萬元且需補稅或年度匯算補稅額不超過400元的免予補稅政策延至2023年底。將上市公司股權(quán)激勵單獨計稅政策延至2022年底。

The year-end one-off bonus will not be incorporated into the salary income of the current month, and the policy of separate monthly taxation for the bonus will be extended to the end of 2023. For those who's comprehensive income for the year is 120,000 yuan or less but have tax owed, and those who's tax owed is no more than 400 yuan after the yearly tax settlement, the exemption policy for their tax owed will be extended to the end of 2023. For listed enterprises, the separate taxation policies for equity incentives has been extended to the end of 2022.

為保障在法治軌道上常態(tài)化開展掃黑除惡工作，12月24日，十三屆全國人大常委會第三十二次會議表決通過《中華人民共和國反有組織犯罪法》。該法自2022年5月1日起施行。

Chinese lawmakers voted to adopt an anti-organized crime law in order to strengthen the work of combating and rooting out organized crime in line with the rule of law. The law, to take effect on May 1, 2022, was approved at a session of the Standing Committee of the National People's Congress.

反有組織犯罪法規(guī)定了"軟暴力"手段的認(rèn)定，明確為謀取非法利益或者形成非法影響，有組織地進行滋擾、糾纏、哄鬧、聚眾造勢等，可以認(rèn)定為有組織犯罪的犯罪手段。

The law includes provisions on the criteria for identifying various types of "soft violence", such as organized disturbing, pestering and assembling a crowd to cause an uproar for illegal profits or illegal impacts, as well as the responsibilities of regulators in various industries.

反有組織犯罪法還對行業(yè)監(jiān)管職責(zé)作出明確規(guī)定，將建立健全行業(yè)有組織犯罪預(yù)防和治理長效機制，對有組織犯罪易發(fā)的行業(yè)領(lǐng)域加強監(jiān)督管理。

An improved long-term mechanism to prevent and control organized crime within industries will be established, according to the law, which also calls for strengthened oversight and management of industries and fields where organized crime is liable to occur.

為防止黑惡勢力侵害未成年人，反有組織犯罪法規(guī)定，實施有組織犯罪侵害未成年人權(quán)益的，依法從重追究刑事責(zé)任。

To better prevent organized crimes against minors, the law also stipulates that organized crime activities involving minors will face heavier criminal penalties.
